Hebrew cantillations Shin Dot and Sin Dot

      Description

      Two Hebrew points are still displayed when cantillation is hidden but vowels are displayed. These are:

      U+05C1 ׁ HEBREW POINT SHIN DOT
      U+05C2 ׂ HEBREW POINT SIN DOT

          I think the sin & shin dots should still display regardless of whether cantillation or vocalization are disabled.

          If they were to be categorized as either of these, I would count them as vowels since they affect pronunciation. Maybe we should include sin & shin dots in the vowel filter to permit removal of all non-consonantal elements from Hebrew by enabling both the cantillation & vowel filters.

          Right - both SHIN DOT and SIN DOT currently display when neither vowels nor points are commanded on.

          What about these two codepoints? Are they moire akin to vowels or cantillation?

          U+05C5 ׅ HEBREW MARK LOWER DOT
