Rebuild the Hebrew WLC module without NFC normalization

Version 1.9 of the WLC module corresponds to WLC 4.18 (2013-10-11).
Observation: Text exported or copied from this module is currently normalized to NFC.

Earlier however,

I believe that NFC normalization was removed in 2009 for a technically valid reason. See below.

The conf file also includes: Font=Ezra SIL

The Feature List for Ezra SIL includes the following point:

• Follows the recommendations for character order and encoding determined by a group of font developers during discussions in May 2003. This does not follow canonical order. Texts which have been converted to NFC or NFD canonical order will not display correctly with these fonts.

This implies that to display correctly, the WLC module should have been built without the default NFC normalization, but using the -N option of osis2mod.
