Description
A table (row or cell) may not contain a milestoned chapter element.
Of the 18 tables within the Welsh beibl.net project, for one of the tables, the OSIS file generated by usfm2osis.py had the chapter eID milestone within the last cell element in the table.
This is not valid to the OSIS 2.1.1 schema.
The cell may contain the following elements:

Observe the absence of the chapter element in that prescription.
