diatheke - add option_filter q to output XML marker strings

            I'm using the Sword utilities packaged with Xiphos 4.0.4 for Windows.
            This has diatheke version 4.7

            Description

            Marker strings such as quotation marks in the ESV module or pilcrow signs in the KJV module are not currently part of the output from diatheke.

            NB. Changing the output_format does not make these appear.

            Please add option_filter q to output such marker strings.
